Only 18% of Teachers Get Formal AI Guidance. That Number Explains Almost Everything.
A Gallup–Walton Family Foundation study finds just 18% of U.S. K–12 teachers receive formal guidance on AI at work. Here is why that gap, not the technology, is the real story.

Every week brings a new headline about AI in schools. A ban here. A pilot there. A district signing a vendor deal.
Underneath all of it sits one number that gets far less attention.
18%.
That is the share of U.S. public K–12 teachers who receive formal guidance on how AI tools should be used at work, according to Teaching for Tomorrow, the Gallup and Walton Family Foundation study reported on May 26, 2026. The survey ran from February 9 to March 2, 2026, and covered 2,069 teachers.
The rest of the picture:
- 34% receive no guidance at all.
- 48% receive only informal guidance.
- For one-on-one instruction or tutoring, 69% say they have no guidance.
- For grading and feedback, 58% say the same.
Teachers are not waiting for permission. They are already using AI. They are simply doing it alone.
Why the guidance gap matters more than the adoption rate
Adoption numbers are easy to celebrate. Guidance numbers are harder to look at.
When a teacher uses AI without guidance, three things tend to happen.
First, the use drifts toward whatever is easiest, which usually means content generation: worksheets, slides, modified materials. Gallup found that the highest encouragement from schools is for modifying materials (58%), making worksheets (54%), and lesson preparation (53%).
Second, the highest-stakes uses get the least direction. Encouragement is lowest for tutoring (35%) and coaching feedback (30%). Those are the uses closest to the student.
Third, the school gets no shared picture of what is working. Every teacher runs a private experiment. Nothing compounds.
The problem is not that teachers are using AI
It is that the AI they are using is mostly unaccountable to instruction.
A worksheet generated faster is still just a worksheet. A rewritten lesson is still a guess about what students need. Neither tells the teacher which student misunderstood which concept, or why.
Compare that to the questions a teacher actually needs answered every day:
- Which students missed today's concept?
- What misconception produced those wrong answers?
- Which prerequisite skill is the real blocker?
- Did last week's reteach work?
No amount of informal "use it if you like" guidance gets a school there. That requires a deliberate decision about where AI sits in the instructional process.
The context makes this urgent
Teachers do not have slack to absorb another unstructured experiment.
RAND's 2025 survey found that 53% of K–12 teachers report burnout, and the average teacher works 49 hours a week, roughly 10 hours beyond contract.
Meanwhile, student outcomes are already fragile. On the 2024 NAEP, about 33% of 8th graders scored below basic in reading, up from 27% in 2019. In math, about 39% scored below basic.
A guidance vacuum in this environment does not produce innovation. It produces 50 different workarounds and no shared evidence.
Microsoft's later 2026 AI in Education report found the same pattern internationally: adoption is widespread, formal training is not.
What good guidance would actually say
Most AI policies focus on what students may not do. Useful guidance for teachers focuses on something different: what decision should get better because AI is involved?
A practical framing:
Where AI belongs: behind the teacher, working on evidence. Plan → Teach → Diagnose → Verify.
Where AI does not belong: between the student and the struggle that produces learning.
What the school should be able to see: not "how many teachers used the tool," but "which learning gaps closed, and how quickly."
